Participating UN Organizations

United Nations agencies that formulate project proposals to be submitted for funding under the Uruguay One UN Coherence Fund are required to sign the Memorandum of Understanding (MOU) with the UN Resident Coordinator and UNDP as the Administrative Agent. The MOU sets out the duties and responsibilities of each party. The entities that sign the MOU are referred to as "Participating UN Organizations".

Each Participating UN Organization assumes full programmatic and financial accountability for funds disbursed to it by the Administrative Agent under the Uruguay One UN Coherence Fund and its reporting requirements are specified in the MOU.

Non-UN entities that have similar international character and financial rules and regulations as Participating UN Organizations may be permitted, following a proper assessment of its institutional financial accountability framework, to participate in the Uruguay One UN Coherence Fund and receive funds directly from the Administrative Agent (AA). In this case, they will sign a separate Memorandum of Understanding (MOU) with the AA, and are referred to as Non-UN Participating Organizations. Non-UN Participating Organizations assume the same programmatic and financial accountability for the funds disbursed to it by the AA as Participating UN Organizations, and are required to provide reports on its activities, as described in the separate MOU. Each Non-UN Participating Organization will recover its indirect costs under the same terms and conditions as Participating UN Organizations.

Through a Participating UN Organization, other international organizations, non-governmental organizations and national entities may receive funds from the Uruguay One UN Coherence Fund based on a project agreement concluded, as an implementing partner, with the Participating UN Organization in accordance with the regulations, rules and procedures of the latter.
