One Programme Steering Committee
The One Programme Steering Committee will be co-chaired by the UN Resident Coordinator and the Director of the Budget and Planning Office of the Presidency, and will also be composed of Participating UN Organizations. Its responsibilities include determining the use of the Uruguay One UN Coherence Fund by approving projects and will consult with other stakeholders, specially the donors who will participate in financing the One UN Coherence Fund, through appropriate mechanisms. The One Programme Steering Committee is governed by its One Programme Steering Committee Terms of Reference.

UN Resident Coordinator
The United Nations Resident Coordinator (RC) is responsible for the strategic leadership and ultimate allocation decisions of the One UN Coherence Fund. The RC is accountable and responsible for consolidated Fund level reporting and donor reporting based on reports from participating Agencies and with the support of the Administrative Agent.

One Programme Consultative Committee
The One Programme Consultative Committee will meet every six months to support a smooth dialogue on strategic and overall priorities and to discuss the progress of operations on the basis of reports submitted by the One Programme Steering Committee. The One Programme Consultative Committee may make recommendations about the activities funded under the Uruguay One UN Coherence Fund and their harmonization with those funded bilaterally by the Donors. The One Programme Consultative Committee will be integrated by the Director of the OPP, the Resident Coordinator, the Agencies of the UN System that are not part of the One UN Programme Steering Committee, the president of the National Association of Non-Governmental Organizations (ANONG, its Spanish acronym), a representative from Social Watch, a representative from each donor country, a representative of the Organization of American States (OAS), a representative of the European Union (EU), and a representative from the Inter-American Development Bank (IDB). If the Government, through the OPP, should consider it advisable, the relevant Ministers will be involved to become part of this Committee whether it is permanently or ad hoc. The Committee may invite other social sectors to name representatives, such as academia, foundations, private sector, or trade unions. The One Programme Consultative Committee will be co-chaired by the Director of OPP and the Resident Coordinator. Before each session, the Director of the OPP and the Resident Coordinator will decide which one of them will assume the Presidency of the session. The One Programme Consultative Committee is governed by its One Programme Consultative Committee Terms of Reference.

Administrative Agent
The UNDP MDTF Office has been appointed the Administrative Agent of the Uruguay One UN Coherence Fund. Its responsibilities include the receipt, administration and management of contributions from Donors; disbursement of such funds to the Participating UN Organizations in accordance with the approved Annual Work Plans/Programmatic Documents; and provision of consolidated narrative and financial reports, in accordance with the MOU, on the Uruguay One UN Coherence Fund to the One Programme Steering Committee and to each donor based on reports of the Participating UN Organizations.
