- I would like to submit a project proposal to the Steering Committee; am I eligible, and what steps do I have to follow?

Any Participating UN Organization that has signed a Memorandum of Understanding (MOU) is eligible to submit project proposals for funding from the Uruguay One UN Coherence Fund. Other Non-UN Participating Organizations with similar financial regulations and rules may also submit proposals to the Uruguay One UN Coherence Fund if they have signed a separate MOU with the MDTF Office as the Administrative Agent. Implementing Partners such as NGOs involved in the Common Operational Document will have access to the One UN Fund through the Participating UN Organizations. If you think your organization is eligible, please review the "Decision-Making Process" section for further details about who is eligible, what projects will be considered and the approval process.
- Why does Uruguay need development funds?
- Uruguay is a "middle-income country", and as such, receives very little ODA. However, it is highly vulnerable to external shocks and still suffers from domestic unbalances and inequalities that have to be addressed. UN agencies are regarded as trustworthy partners by the successive governments. By way of example, Government officials often refer to UN standards and principles as well as statistical data in their speeches and documents. The UN is considered as impartial on sensitive issues, polices or social matters by all political parties as well as by civil society organizations. The focus of the UN work on the MDG has also helped the national and local governments to develop an MDG approach in their development policies, particularly in the social sector.
- What is the Uruguay One UN Coherence Fund? Why is it necessary for Uruguay to have one?
- Given that Uruguay is a "middle-income country", the core resources that country receives for cooperation are very limited despite the urgent need in certain sectors of society. The Uruguay One UN Coherence Fund was created to bridge a funding gap of 15 million US $ (unfunded part of the ONE UN Programme).

- How are the resources going to be disbursed?
- The disbursement or initial allocation of funds for each project, as well as subsequent disbursements, will be made for periods of four months in order to support the tracking of resources and the achievement of the outcomes of the planned activities in the Annual Work Plan
- In addition, to obtain subsequent disbursements - to the initial allotment - it will be necessary to have executed or committed at least 90% of the previously assigned budget according to the agreed time-frame and with the expected results and impacts.
