Decision Making Process
Eligibility
Any Participating UN Organization that has signed a Memorandum of Understanding (MOU) is eligible to submit project proposals for funding from the Uruguay One UN Coherence Fund. Other Non-UN Participating Organizations with similar financial regulations and rules may also submit proposals to the Uruguay One UN Coherence Fund if they have signed a separate MOU with the MDTF Office as the Administrative Agent. Implementing Partners such as NGOs involved in the Common Operational Document will have access to the One UN Fund through the Participating UN Organizations. The Participating UN Organizations will utilize their standard NGO cooperation modalities for this purpose and charge the corresponding direct and indirect costs to the Uruguay One UN Coherence Fund on the basis of its financial regulations and rules.
To be eligible, projects need to meet the following criteria:
- The project should contribute to the achievement of at least one of the Millennium Development Goals in Uruguay, according to the established objectives for the country.
- The project should be related with one of the "National Priorities" agreed between the Government and the United Nations System in Uruguay in the United Nations Development Assistance Framework (UNDAF) 2007/2010.
- The project should contribute to the achievement of one of the four Direct Outcomes established in the UNDAF and in the One UN Programme.
- The project should contribute to the achievement of one of the established outputs in the "Outputs and resource matrix" contained in the One UN Programme.
- The project should have incorporated - with a focus on rights - at least one of the three cross-cutting focuses of the UNDAF: gender, human rights, and community development.
- The project should apply one of the three complementary "intervention modalities" established in the One UN Programme:
- Support for the design, execution and evaluation of public policies,
- Support of capacity building, and
- Implementation of "pilot" experiences in the territory.
Proposal Submission
The projects will be developed by a Drafting Committee and will be submitted to the One Programme Steering Committee jointly by the Director of the Office of Planning and Budget and the Resident Coordinator.
Proposal Review & Approval Process
The Director of the Office of Planning and Budget, along with the Resident Coordinator, will review the proposals to verify that there are no overlapping objectives or activities. Later, the proposals will be presented to the One Programme Steering Committee for approval and financing.
To be approved, the proposals need to meet the following criteria:
- The project should have a "lead agency", responsible for its execution as well as another supporting agency. In the case that the "lead agency" is a Fund or Programme, the supporting agency should be one of the "specialized Agencies" that conducts work related to the project, and vice versa. In addition, the project should have a State Institution that leads its implementation. For the design and management of the project, a small committee will be formed for each project; the two Agencies, the OPP, the leading Implementing Partner institution, and the RC will integrate the committee. The RC will represent the Non-Resident Agencies in all cases.
- The project should have inter-institutional characteristics; that is, its execution should involve as Implementing Partners the State and/or civil society.
- The project should have inter-agency characteristics; that is, its design, execution, monitoring and evaluation should involve at least two of the Agencies, Commissions, Funds or Programs from the UN System.
- The project should consider the involvement of Non-Resident Agencies that conduct work relevant to the project.
