Decision Making Process
Eligibility
Any Participating UN Organization that has signed a Memorandum of Understanding (MOU) is eligible to submit project proposals for funding from the Rwanda One UN Fund. Other Non-UN Participating Organizations with similar financial regulations and rules may also submit proposals to the Rwanda One UN Fund if they have signed a separate MOU with the MDTF Office as the Administrative Agent. Implementing Partners such as NGOs involved in the Common Operational Document will have access to the One UN Fund through the Participating UN Organizations. The Participating UN Organizations will utilize their standard NGO cooperation modalities for this purpose and charge the corresponding direct and indirect costs to the Rwanda One UN Fund on the basis of its financial regulations and rules.
Proposal Submission, Proposal Review & Approval Process
Under the strategic guidance of the One UN Steering Committee, the UNCT will first make a pro rata allocation at the level of the 5 results based on the funding gap as expressed in the budgetary framework.
The allocations within each UNDAF Result will then be decided and agreed by the UNDAF Theme Groups on the basis of the criteria described in the Common Operational Document (in lack of consensus the final decision will be deferred to the UNCT). UNDAF Theme Groups will therefore be obliged to jointly develop Consolidated Annual Plans of all the activities of all the agencies within an UNDAF Result for the next year. The Consolidated Annual Plans will at the end of the year also be used to report on the results achieved per UNDAF Theme Group.
The criteria are used following a three-step process:
- responsible UN Agencies are responsible for ensuring that proposed activities and budgets meet minimum criteria for eligibility for funding from the Rwanda One Fund (such as realistic budget, alignment with COD and thus national priorities, …)
- performance-based criteria such as delivery in the previous year, reports are submitted on time, expenditures according to plan, …
- needs-based prioritization criteria in the event that the funding gap is bigger then the mobilized resources and a further prioritization needs to be done
