Assistance Strategy

The objective of the Rwanda One UN Fund is to support the coherent resource mobilization, allocation and disbursement of donor resources to the UNDAF/Common Operational Document under the direction of the UN Resident Coordinator as leader of the UN Country Team in Rwanda.

The Rwanda One UN Fund has been established as a vehicle to pool new resources provided by donors to support the unfunded portions of the Common Operational Document. The Common Operational Document (COD) is a programmatic document specifying how the UN in Rwanda will operationalize the UNDAF. The COD is a Joint Programme and will be funded by a combination of existing core and non core resources of participating organizations and the Rwanda One UN Fund. The strong preference for the financing of the unfunded portion of the Common Operational Document is for resources to be allocated to the common fund the Rwanda One UN Fund.

The Rwanda One UN Fund, under the guidance of the Steering Committee and leadership of the Resident Coordinator and UNCT, is intended to facilitate the realization of UNDAF outcomes by strengthening the planning and coordination process, tying the funding allocation to the Common Operational Document and channelling funds towards the highest priority needs.

The Rwanda One UN Fund will support partnership and communication between all stakeholders involved with Rwanda's development led by the Government of Rwanda. Information given to the press, to the beneficiaries of the One UN programme, all related promotion material, official notices, reports and publications, shall acknowledge the role of Government of Rwanda, the UN and the donors.
