Decision Making Process

The projects and operations of the United Nations Peace Fund for Nepal (UNPFN) are designed and carried out under the overall guidance of the Government-led Steering Committee in consultation with the Donor Advisory Group, which provides advice on the operation of the UNPFN, and in accordance with the instructions of the Executive Committee, which manages the UNPFN activities.
Eligibility
Any Participating UN Organization (UN entity) that has signed a Memorandum of Understanding with the UNDP MDTF Office, as the Administrative Agent of the UNPFN, is eligible for funding under the UNPFN and may prepare and submit project proposals. Non-UN entities, such as international and national organizations, interested in applying for funding to the UNPFN may submit projects through a relevant Participating UN Organization.
Proposal Submission
Participating UN Organizations may submit project proposals to the Executive Committee for approval using the standard project proposal submission form, project cover sheet and budget format attached in the Executive Committee Terms of Reference (TOR) and Rules of Procedures (ROP). Proposals may be solicited with respect to five clusters of activities: cantonment/reintegration, elections/governance, security, and rights and reconciliation.
Proposal Review & Approval Process
The selection of Participating UN Organizations and implementing partners is based on demonstrated expertise and operational and absorptive capacity. The UNPFN has a two-tier project approval process. The Expert Group reviews proposals and recommends action to the Executive Committee. The Executive Committee, having reviewed the recommendations of the Expert Group and consulted with the Steering Committee, endorses proposals to be supported and approves resource allocations on the basis of the agreed strategic priorities for peace support developed in consultation with the Government. Following the approval of the project proposal, the Chair of the Executive Committee, the Special Representative of the Secretary General (SRSG), signs the submission form and submits the form and Proposal Documents to the Administrative Agent for the transfer of funds to the Participating UN Organization.
