Each Participating UN Organization assumes full programmatic and financial accountability for the LRF funds disbursed to it by the Administrative Agent and for the implementation of the project, and provides financial and narrative progress reports on its activities, as described in the MOU. Each Participating UN Organization will recover indirect costs in accordance with its own financial regulations and rules and as documented in the MOU signed with the Administrative Agent. The rate of recovery may vary between Participating UN Organization, but is generally between five and nine percent, with an average of seven percent. Participating UN Organizations have established mechanisms to execute and implement projects through national authorities and other national, regional or international organizations, such as non-governmental organizations (NGOs). These Implementing Organizations receive funds through one of the Participating UN Organizations that assumes financial and programmatic accountability, using their respective standard arrangements and procedures for transferring funds to Implementing Organizations.
