- What is the relationship between the Government of Lebanon and the Lebanon Recovery Fund?
The Lebanon Recovery Fund resulted from the request by the Government of Lebanon to the UNDG to devise a pooled funding facility that would pool donor resources for the financing of priority recovery and reconstruction activities approved by the Government. Through its Recovery and Reconstruction Cell, located in the Prime Minister's Office, the Government ensures that all programmes/ projects submitted for funding are in alignment with its recovery and reconstruction priorities. The Government also chairs the LRF Steering Committee.
- Who can submit requests for funding from the Lebanon Recovery (LRF)?
Any Participating UN Organization, that has signed an MOU with the Administrative Agent, may submit a programme/project proposal for funding under the LRF. National institutions, non-governmental organizations and other international organizations may receive funds from the LRF through a Participating UN Organization, based on a project agreement concluded, as an implementing partner, with the Participating UN Organization concerned.
- What types of programmes/projects are eligible for funding from the Lebanon Recovery Fund?
All programmes/projects must be in alignment with the recovery and reconstruction priorities of the Government of Lebanon. These priorities are described in the Government of Lebanon's "Setting the stage for long-term reconstruction: The national early recovery process."
- How long does the programme/project proposal approval process take?
The Steering Committee, which makes final decisions on the allocation of funding, meets at least once a month. After the SC transfers the approved Submission Form and Project Documents to the UNDP Administrative Agent (AA), who verifies the consistency with the provisions of the LOA between donors and UNDP, the disbursement is made within three to four business days.
- What is the expected duration of the Lebanon Recovery Fund?
Unless otherwise agreed by the Government of Lebanon and donors, the Fund will terminate upon completion of all projects funded through the LRF and after all commitments and liabilities have been satisfied.
