Management Committee
The CFIA is governed by an inter-agency Management Committee composed of high level Avian Flu focal points for each Participating UN and Non-UN Participating Organizations. Donors are also invited to participate. It is established to oversee and coordinate the operations of the CFIA in accordance with the CFIA Management Committee Terms of Reference and Rules of Procedure, which are designed to guide and facilitate the work of the Committee. It provides strategic guidance and oversight as well as makes decisions on fund allocation. The Management Committee operates by consensus and is chaired by the UN System Senior Coordinator for Avian and Human Influenza. The World Bank participates in the Management Committee as an observer, while the UNDP MDTF Office, as the Administrative Agent of the CFIA, participates as an ex-officio member.
To the extent possible, the Management Committee will use existing coordination mechanisms from the UN System Consolidated Action Plan for Avian and Human Influenza (UNCAPAHI) to undertake the process of planning and stakeholders consultation that operations will require. The Committee meets monthly or anytime it should be required to do so, upon initiation from the Chair. For emergency projects the Management Committee may conduct its business electronically or by teleconference. The Committee is supported by a small Secretariat that provides support and facilitates the work of the committee, and reports to the Chair of the Committee.
Working Groups
Working Groups may be established by the Management Committee on particular issues, as required. The activities of these groups are governed by the same rules and principles as those of the Management Committee.
Administrative Agent
The Participating UN Organizations have designated UNDP’s Multi-Donor Trust Fund (MDTF) Office to serve as the Administrative Agent for the CFIA. Its responsibilities as Administrative Agent include the receipt, administration and management of contributions from donors; disbursement of funds to the Participating UN Organizations in accordance with instructions from the Management Committee; and consolidation of narrative and financial reports produced by each of the Participating UN Organizations and Non-UN Participating Organizations and provision of these reports to the Management Committee for onward submission to donors The Administrative Agent will also commission independent lessons-learned and review exercises of the entire CFIA operations, if so requested.
