- What is the relationship between the Consolidated Action Plan (CAP) and the Central Fund for Influenza Action (CFIA)?
The UN System Consolidated Action Plan for Avian and Human Influenza (UNCAPAHI) was developed by the UN system as a basis for resource mobilization and the strategic allocation of resources. It identifies seven strategic objectives that cover the entire scope of AHI action and provides a template for a coordinated UN system response to AHI. The CFIA complements other channels for the transfer of donor resources to the UN system response to AHI.
- Who can submit requests for funding from the CFIA?
Any United Nations entity may submit a programme/project proposal for funding under the CFIA as well as Non-UN entities that have similar international character and financial rules and regulations as UN entities. Other international and non-governmental organizations and national institutions may receive funds from the CFIA through a Participating UN Organization or Non-UN Participating Organization, based on a project agreement concluded, as an implementing partner, with the Participating UN Organization concerned.
- What types of programmes/projects are eligible for funding from the CFIA?
All projects must contribute to meeting the CFIA objectives and need to be developed in close collaboration with national authorities and the Agency that is leading the activities pertaining to the CAP objective under which the project is developed. Additionally, CFIA projects must apply to countries with restricted implementation capacity; unforeseen needs for urgent action; and joint programming where it can provide either start-up or supplementary resources to activities jointly implemented by UN agencies, non-governmental organizations and national authorities in a specific location (local or regional) and/or for global initiatives in order to maximize the impact and efficiency of the required response.
- How long does the programme/project proposal approval process take?
The Management Committee, which makes final decisions on the allocation of funding, meets monthly or as needed to take decisions on project proposals that have been submitted and generally will make a funding decision within two weeks of receipt of a proposal. After the Management Committee transfers the approved Project Submission Form and Project Documents to the UNDP Administrative Agent (AA) a disbursement is generally made within three to four business days.
- When are funding applicants notified of the outcome of the programme/project selection process?
The applicants are notified when the Project Submission forms and project documents are approved by the Management Committee and signed by the Chair of the Management Committee.
- What is the expected duration of the CFIA?
Unless otherwise agreed by the donors and the participating organizations, the CFIA will terminate as of December 21, 2009, or on the date in which the contribution funds are fully disbursed.
