Decision Making Process

CFIA Terms of Reference | CFIA Management Committee Terms of Reference and Rules of Procedure

Eligibility
Any Participating UN Organization that has signed a Memorandum of Understanding (MOU) with the Administrative Agent (UNDP MDTF Office) is eligible to submit project proposals for Central Fund for Influenza Action (CFIA) funding. Non-UN Participating Organizations with similar Financial Rules and Regulations may also submit proposals to the CFIA if they have signed a separate MOU with the MDTF Office as the Administrative Agent.

Proposal Submission
Project proposals to the CFIA are to be submitted to the CFIA Management Committee Secretariat. Participating UN Organizations and Non-UN Participating Organizations should prepare project proposals utilizing the standard project proposal submission form, project cover sheet and budget format annexed to the Terms of Reference and Rules of Procedure for the Management Committee. Proposal Review & Approval Process

  1. The CFIA Secretariat reviews project proposals against submission and request guidelines.
  2. When applicable, the Secretariat will call upon the Participating Organization(s) that has lead responsibilities for the objective of the UN Consolidated Action Plan under which the project falls to review the proposal and submit written comments.
  3. The Secretariat will submit the project proposal documents along with any technical appraisal and recommendations to the members of the Management Committee for review.
  4. The Management Committee reviews these documents and makes a funding decision as follows: Approve with our without conditions, defer, return with comments for further consideration or, reject.
  5. Following approval of project proposals by the Management Committee, the Chair signs the submission form and submits the form and Proposal Documents to the Administrative Agent for the transfer of funds to the Participating UN and/or Non-UN Organization (s).

* Fast-Track Approval
The CFIA provides an emergency facility for circumstances where immediate funding in an amount not exceeding $500,000 is required in order to respond to an unforeseen requirement that is in line with the CAP.
