CFIA Terms of Reference | UN System Consolidated Action Plan for Avian and Human Influenza

Donors requested the United Nations Development Group (UNDG), through the UN System Influenza Coordinator, to assist in establishing a mechanism to finance priority projects to be executed by Participating UN Organizations and Non-UN Participating Organizations in cooperation with other national implementing organizations.

The UN Central Fund for Influenza Action (CFIA) offers donors the opportunity to provide gap-filling, catalytic support within the strategic framework of the UN System Consolidated Action Plan for Avian and Human Influenza (UNCAPAHI) until other sources of funding can be mobilized. Under CFIA, donors may earmark their contributions by objective/country and/or UN agency.

CFIA is available to assist countries with restricted implementation capacity; unforeseen needs for urgent action; and joint programming where it can provide either start-up or supplementary resources to activities implemented by UN agencies, non-governmental organizations and national authorities for local, regional and/or global initiatives in order to maximize the impact and efficiency of the required response.

All projects funded through the CFIA must contribute to meeting the objectives in the UNCAPAHI and need to be developed in close collaboration with national authorities and the Agency that is leading the activities pertaining to the UNCAPAHI objectives. Proposals for funding should be shared with the relevant local stakeholders including donors, the United Nations Country Team (UNCT) and the Regional Office to facilitate coordination.

As a pooled funding mechanism, the CFIA enables Participating UN and Non-UN Participating Organizations to access funding rapidly and to support key emerging areas requiring funding within the context of the UNCAPAHI and its objectives. It also facilitates focused joint planning and implementation, and provides for fast track approval of urgent project proposals.

Unless otherwise agreed by the donors and the participating organizations, the CFIA will terminate as of 21 December 2009, or on the date in which the contributed funds are fully disbursed.
