Multi-Donor Trust Funds (MDTFs) and Joint Programmes (JPs) attract a wide range of donors. Information on the applicable terms and conditions of donor contributions including on the possibilities of earmarking of contributions (e.g. for a specific sector, outcome and/or Participating UN Organization) and other related requirements is included in the Terms of Reference (TOR) of the individual MDTFs.

Donors who wish to contribute to an MDTF or JP that uses the pass-through fund management modality are required to sign a Standard Administrative Arrangement (SAA), formerly known as a (Letter of Agreement (LOA) (2003-version), with the Administrative Agent (AA). While a revised One UN Fund SAA has been approved for use under the One UN Pilot Funds, the generic SAA is presently under final review by the UNDG organizations, among others. The SAA sets out the terms and conditions governing the receipt and administration of the contribution by the AA, the transfer to the Participating UN Organizations and reporting requirements.

The AA consolidates and provides various narrative and financial reports and statements in accordance with the timetable established in the LOA. The reports and statements will be delivered to donors through the prescribed governance arrangements as set forth in the specific MDTF or JP and the relevant MOU and SAA. The reports and statements are compiled from and consolidated based on the individual reports received by the AA from each Participating UN Organization implementing projects under the MDTF or JP.

The AA maintains updated information on each of the individual MDTFs and JPs where the contributions of donors to specific MDTFs are reported.
