Non-UN Participating Organizations

Memorandum of Understanding with IOM

Non-UN entities that have similar international character and financial rules and regulations as Participating UN Organizations may be eligible to sign a separate Memorandum of Understanding with the Administrative Agent and are referred to as "Non-UN Participating Organizations".

NGOs do not fall under this category as they do not have similar international character and financial rules and regulations as Participating UN Organizations. Therefore, funds are channelled to them through UNDP performing an additional oversight function as a Participating UN Organization.

Non-UN Participating Organizations assume the same programmatic and financial accountability for the funds disbursed to them by the Administrative Agent as Participating UN Organizations, and are required to provide financial reports similar to the Participating UN Organizations. Narrative progress reports on activities are provided to donors, the Administrative Agent and the Humanitarian Coordinator through regular standard reports submitted as part of the Action Plan process.

Through a Non-UN Participating Organization, other international organizations, non-governmental organizations and national institutions may receive funds from the Democratic Republic of the Congo Pooled Fund (DRCPF) based on a project agreement concluded, as an implementing partner, with the Non-UN Participating Organization in accordance with the regulations, rules and procedures of the latter.
