Humanitarian Coordinator
The overall management of the DRCPF activities is led and coordinated by the Humanitarian Coordinator (HC). According to the DRCPF Terms of Reference (TOR), the HC is responsible for:

  • Mobilizing resources;
  • Defining the level of the Rapid Response Reserve and allocating Pooled Fund resources according to agreed procedures;
  • Allocating in particular DRCPF resources to IOM and NGO partners involved in the Action Plan through UNDP, in line with the allocation process and in keeping with UNDP's regulations and rules;
  • Approving allocations and disbursements;
  • Reporting to donors in accordance with Action Plan requirements and the DRCPF TOR;
  • Managing the process of monitoring and evaluation the impact and effectiveness of Action Plan delivery;
  • Chairing the Pooled Fund Board.

In his/her role the HC is supported by a joint UNDP/OCHA Pooled Fund Management Unit.

Pooled Fund Board
The DRCPF Board has been formed to represent the views of the Donors, the UNCT and the NGO community. The Pooled Fund Board consist of the HC (as Chair); local representatives of the three largest donors to the DRCPF; Participating UN Organizations; Cluster Lead Agencies; one representative of the NGO community and one Good Humanitarian Donorship (GHD) Advisor ensuring the overall secretariat, technical and facilitation support function. The Chair can invite additional donors, NGO members and any other person deemed necessary for improving discussion and recommendations by the Pooled Fund Board.

The Pooled Fund Board is responsible for:

  • If requested by the HC, advising him/her on the most appropriate allocation of resources, based on needs, priorities, and absorptive capacities;
  • Reviewing policy guidelines and project allocations made by the HC at various points in the consultative Action Plan;
  • Reviewing the reports submitted by the Administrative Agent and the HC;
  • Reviewing the operational activities of the Pooled Fund itself, especially at the middle and end of the Action Plan cycle;
  • Ensuring that the activities funded under the Pooled Fund are harmonized with those funded bilaterally by the Donors;
  • Advising on any issue related to the operations of the Pooled Fund.

Administrative Agent
The UNDP serves as the Administrative Agent (AA) and is responsible for concluding Letters of Agreement (LOA) with donors and Memorandum of Understanding (MOU) with Participating UN Organizations. It receives, administers and manages contributions from Donors. It disburses these funds to the Participating UN Organizations in accordance with the decisions of the HC. The AA also maintains a Rapid Response Reserve as directed by the HC. Finally, the AA prepares and submits financial reports on the Pooled Fund account to the HC, each donor that has contributed to the Pooled Fund, as well as the Pooled Fund Board.
