  1. What is the relationship between the Humanitarian Action Plan for the Democratic Republic of the Congo and the Democratic Republic of the Congo Pooled Fund (DRCPF)?
    The DRCPF has been established as a pooled funding mechanism for donor contributions to humanitarian projects that are included in the Humanitarian Action Plan for the Democratic Republic of the Congo (the Action Plan). The Action Plan outlines the annual strategic and operational plan for the UN and partners' assistance in the DRC and is developed in consultation in consultation with national, provincial and local authorities. It is divided into nine planning regions and ten sectors. The DRCPF is only one of the funding sources available for the Action Plan's projects. Other bilateral and multilateral sources of funding are available to the projects in the Humanitarian Action Plan.


  2. Who can submit requests for funding from the DRCPF?
    Any Participating UN Organization or Non-UN Participating Organization, that has signed an MOU with the Administrative Agent, may submit a programme/project proposal for funding under the DRCPF. National institutions, non-governmental organizations and other international organizations may receive funds from the DRCPF through a Participating UN Organization (or Non-UN Participating Organization), based on a project agreement concluded, as an implementing partner, with the organization concerned.


  3. What types of programmes/projects are eligible for funding from the DRCPF?
    Only humanitarian projects falling within the framework of the Humanitarian Action Plan for the Democratic Republic of the Congo (the Action Plan) are eligible for DRCPF funding.


  4. How long does the project proposal approval process take?
    Subject to the availability of funds and the humanitarian needs identified, several rounds of allocation of DRCPF funds are organized throughout the year by the Humanitarian Coordinator (HC) in the DRC. Once projects are approved for receiving funding from the DRCPF (see Decision-Making Process page on this website), the Administrative Agent (AA) of the DRCPF makes disbursements to the Participating UN Organizations (or the Non-UN Participating Organizations) within three business days of receipt of the appropriate documentation signed by both the HC and the Organizations concerned, depending on the availability of donor funds. Disbursements to NGOs involved in the Action Plan are made through UNDP performing an additional oversight function as a Participating UN Organization.


  5. What is the expected duration of the DRCPF?
    Unless otherwise agreed by the Humanitarian Coordinator in the DRC, Participating UN Organizations, the Administrative Agent (AA) and donors, the Fund will terminate upon completion of all projects funded through the DRCPF and after all commitments and liabilities have been satisfied.
