Participating UN Organizations

Memorandum of Understanding

Under the pass-through fund management modality that is utilized by the Darfur Community Peace and Stability Fund (DCPSF), United Nations organizations have signed a standardized Memorandum of Understanding (MOU) with the United Nations Development Programme (UNDP) as Administrative Agent (AA) of the DCPSF. The entities that sign an MOU are referred to as “Participating UN Organizations”.

Each Participating UN Organization assumes full programmatic and financial accountability for the funds disbursed to it by the AA and for the implementation of projects funded through the DCPSF. It also provides regular financial and narrative reports on its activities to the UN Resident Coordinator, for consolidation and onwards submission to the DCPSF Steering Committee and donors, as described in the MOU.

Each Participating UN Organization recovers indirect costs in accordance with its own financial regulations and rules and as documented in the MOU signed with the AA. It is expected that such costs will be 7%.

To date, the following UN Organizations have signed an MOU with the Administrative Agent:

Food and Agriculture Organization (FAO)   United Nations Development Programme (UNDP)

United Nations High Commissioner for Refugees (UNHCR)   United Nations Children's Fund (UNICEF)
