Steering Committee
The overall management of the DCPSF activities is led by a Steering Committee, under the chairmanship of the UN Resident Coordinator (RC). Based in Khartoum, the Steering Committee includes key donor partners, representatives of the NGO community, UN agencies, the United Nations African Union Mission in Darfur (UNAMID), as well as the Joint Mediation Support Team (JMST) and the Administrative Agent as ex-officio members. Membership is not fixed and may include other members if required. In accordance with the DCPSF Terms of Reference, the Steering Committee is responsible for:
- Providing strategic guidance, principles and criteria for the identification of priorities to be funded by the DCPSF;
- Approving proposals for DCPSF funding;
- Reviewing and approving regular consolidated progress and financial updates and reports of the DCPSF submitted by the Technical Secretariat and Administrative Agent respectively;
- Ensuring appropriate coordination with any initiatives from the UNAMID, as well as with the Sudan CHF.
Technical Secretariat
The Steering Committee Technical Secretariat (SCTS) provides quality assurance throughout the programme/project approval process; reviews and vets the technical and operational soundness of projects before they are submitted to the Steering Committee for approval; and streamlines the preparation and decision-making processes related to the DCPSF. The SCTS consists of five staff led by the Head of the Technical Secretariat, and works closely with UNDP as Administrative Agent. The Head of the SCTS reports to the UN Resident Coordinator as Chair of the DCPSF Steering Committee. SCTS staff work closely with the four Thematic Working Groups (TWGs) of the DCPSF and Participating UN Organizations. The SCTS is responsible for the consolidation of quarterly and annual narrative progress updates and reports received from Participating Un Organizations.
Thematic Working Groups (TWGs)
The four Thematic Working Groups (TWGs) of the DCPSF focus on: Peace building; Governance and Rule of Law; Livelihoods; and Basic Social Services. Chairs of the TWGs have been nominated by the respective heads of UN agencies. The Chairs of the TWGs usually attend the DCPSF Steering Committee, but they will be replaced by the Deputy Chair of the TWG if the proposal under review is from the agency the Chair represents.
Administrative Agent
The Multi-Donor Trust Fund (MDTF) Office of the United Nations Development Programme (UNDP) serves as the Administrative Agent (AA) and is responsible for concluding Letters of Agreement (LOA) with donors and Memorandums of Understanding (MOU) with Participating UN Organizations. It receives, administers and manages contributions from Donors. It disburses these funds to the Participating UN Organizations in accordance with the decisions of the DCPSF Steering Committee through its Chair. Finally, the AA prepares and submits financial reports and statements on the DCPSF account to the DCPSF Steering Committee and to each donor that has contributed to the DCPSF.
