Terms of Reference
Eligibility
Any Participating UN Organization or Non-UN Participating Organization that has signed a Memorandum of Understanding (MOU) is eligible to receive funding from the Darfur Community Peace and Stability Fund (DCPSF). Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs) or other designated institutions or entities may also receive funds from the DCPSF through these Participating UN Organizations or Non-UN Participating Organizations.
Proposal Submission
The Steering Committee Technical Secretariat (SCTC) issues quarterly policy guidelines to steer the allocation process. These guidelines will specify the available resources apportioned to fund the programme/project clusters of the DCPSF, in line with the Terms of Reference of the DCPSF: Peace building; Governance and Rule of Law; Livelihoods; and Basic Social Services. Participating UN Organizations (or Non-UN Participating Organizations), Non-Governmental Organizations and their partners are requested to submit to the Technical Secretariat proposals for DRCPF funding, in accordance with the policy guidelines.
Proposal Review & Approval Process
On a quarterly basis, the Technical Secretariat will, in coordination with the four Thematic Working Groups (TWGs):
- Undertake a technical and budgetary appraisal of programme and project proposals, and provide recommendations to the Steering Committee for DCPSF funding;
- Undertake an evaluation of the capacity of implementing partners.
The DCPSF Steering Committee, chaired by the UN Resident Coordinator, reviews recommended proposals submitted by the Technical Secretariat and makes decisions on the allocation of DCPSF funds. The approved programmes and projects are forwarded to the Administrative Agent (AA) for the transfer of funds to Participating UN Organizations (or Non-UN Participating Organizations). The AA makes disbursements within three (3) to four (4) business days after receipt of the instruction and appropriate documentation from the Steering Committee through its Chair. Disbursements to NGOs is made through Participating UN Organizations (or Non-UN Participating Organizations) performing an additional oversight function.
