Participating UN Organizations

Memorandum of Understanding

Under the pass-through fund management modality that is utilized by the Common Humanitarian Fund – Central African Republic (CHF-CAR), United Nations organizations have signed a standardized Memorandum of Understanding (MOU) with the Multi-Donor Trust Fund (MDTF) Office of the United Nations Development Programme (UNDP) as Administrative Agent (AA) of the CHF-CAR. The entities that sign an MOU are referred to as “Participating UN Organizations”.

UNDP also performs an additional oversight function as a Participating UN Organization with respect to Non-Governmental Organization (NGO) partners involved.

Each Participating UN Organization assumes full programmatic and financial accountability for the funds disbursed to it by the AA and for the implementation of projects funded through the CHF-CAR. It also provides regular financial and narrative reports on its activities to the AA and the Humanitarian Coordinator respectively, for onward submission to donors, as described in the MOU.

Each Participating UN Organization’s indirect costs is 7% and is reflected in the project proposal approved by the Humanitarian Coordinator.

To date, the following UN Organizations have signed an MOU with the Administrative Agent:
