Terms of reference for thematic window on conflict prevention and peacebuilding

A Request for Proposals (RfP) by the MDG-F thematic window for Conflict Prevention and Peace-building was launched on March 7, 2008. The RfP closed on 19 May. Of the 59 eligible UN Country Teams, 36 submitted a proposal amounting to some $273 million.
The proposals submitted to the window were reviewed by the Technical Sub Committee for conflict prevention and peace-building. The Committee was convened by the Director of the Bureau for Crisis prevention and Recovery (BCPR) at UNDP, Mrs. Kathleen Cravero.
It includes representatives of UNICEF, ILO, UN-Habitat, UNIFEM and the World Bank as well as four independent experts and two experts nominated by the Government of Spain.
The TSC for Conflict Prevention and Peace-building assessed 19 proposals as suitable for support by the MDG-F. The combined value of these 19 proposals was $162 million.
Four other proposals were rated as unsuitable in their present form but worthy of resubmission to a future RfP and 13 proposals were assessed as unsuitable under the current TOR of the thematic window. All applicants received written feedback from the Convenor of the Committee on their proposal.
The recommendations of the TSC were reviewed by the Fund’s Steering Committee. 19 of the proposals recommended as suitable by the TSC were endorsed by the Steering Committee. As of January 2009, UN Country Teams have submited their detailed Joint Programme documents which are currently being reviewed by the MDG-F Secretariat with the support of various independent experts. As of January 2009, all 3 Joint Programmes have been approved – Salvador, Guatemala and Serbia - with a total budget of $16,5 million (out of a $70 million + €20 million remaining million).
