Dr. Watson holds a Ph.D. from the
Department of Political Economy (1981), an M.A. in Political Science
(1973), and a B.A. in English Literature (1969), all from the University of Toronto. His thesis was a study of the genesis and meaning of
Innis’ work on the inter-relationship of communications technology and the history
of empires. He has been a driving force behind the modernization and restructuring of CARE
Canada and the entire CARE International network. He held various positions at WUSC (World University Service Canada) from 1975 to
1987, including Deputy Executive Director, Director of Program Development,
Field Director in Zimbabwe, and Associate Director.
