Timothy Dolan is the Policy Analyst of the Commission on Legal Empowerment of the Poor. He is responsible for policy research, particularly in the field of development economics. As member of the drafting team, he prepares background documents and provides inputs to the Commission’s final report, Making the Law Work for Everyone. He develops new project proposals and manages aspects of donor relations. He supervises the production, including translation of the report in preparation of the global launch. In addition, he is the Commission’s webmaster.
Prior to joining the Commission in mid-2007, Tim was Political Administrator for UN Affairs at the European Commission Delegation to the United Nations in New York where since 2006, he had been covering various topics in the economic section. Most recently he was in charge of the environment and climate change portfolios. During the UK’s 2005 Presidency of the European Union, Tim worked for the UK Mission to the United Nations in New York as Presidency/Policy Officer with main area of responsibility being the 2005 World Summit, including its preparation, follow-up and implementation.
Before joining the world of international affairs, Tim worked in the financial services sector, notably for MasterCard International where as Manager for Rules, Standards and Strategy he developed rules and strategies for new forms of payments, including contactless payments. Tim holds an MA in Economics from the College of Europe, Bruges, Belgium (1999) and a BSc in Economics from the University of Southampton, UK (1998). He is fluent in English, French and German.
