APPENDIX 4: TERMS OF REFERENCE OF THE HIV AND DEVELOPMENT PROGRAMME

  

OBJECTIVE

The HIV and Development Programme has been established to strengthen the capacity of UNDP and nations to respond to the development challenges of the HIV epidemic in a collaborative, timely and effective manner.

OVERALL RESPONSIBILITIES

The HIV and Development Programme will be responsible for coordinating and providing policy and programming guidelines for UNDP's work in this field. It will carry out these responsibilities in close collaboration with the Regional Bureaux, the United Nations Volunteers, the special funds, other programmes of the Division for Global and Interregional Programmes and of the Bureau for Programme Policy and Evaluation, the Division of Personnel and other units concerned with this epidemic. It will also be responsible for liaison with the WHO Global Programme on AIDS, other UN agencies, bilateral donor agencies, national governments, NGOs and other concerned parties.

SPECIFIC FUNCTIONS

 The HIV and Development Programme will draw together and coordinate the UNDP resources directed to this epidemic. Its specific functions include: 

Policy and Programme Development

(a) within the framework of the Global AIDS Strategy and the UNDP Policy Framework (DP/1991/57), to provide policy guidance in both programming and personnel matters; 

(b) to assist in the development and piloting of innovative interventions and approaches and in the exchange of experiences and their adaptation to different situations and areas; 

 (c) to assist in the development of community-based or community-oriented approaches to monitoring and evaluating;

 (d) with the assistance of the SPR HIV Advisory Group, to manage the Special Programme Resources funds which have been designated for HIV-related policy and programme development.

Awareness Creation and Advocacy

  1. to increase awareness of the implications of the epidemic for human, social and economic development at national and global levels as well as within UNDP;
  2. to provide inputs into UNDP strategic thinking on human development trends, on the development of programme approaches, on national strategic planning and on other aspects of UNDP's work.

Programme Support

(g) to coordinate and provide substantive guidance to UNDP programme and project development, implementation and evaluation;

(h) to identify sources of expertise with relevant operation qualifications: individuals, organisations, UN system expertise and others;

 (i) to keep abreast of and disseminate new research findings and other UNDP documentation of relevance to policy and programme development, delivery and evaluation;

 (j) to assist with HIV-specific country and other programming exercises and with the incorporation of the impact of the epidemic into other programming areas;

 (k) to coordinate and assist in the preparation of inputs on HIV for interagency and other meetings, and of reports for submission to intergovernmental and other bodies.

Liaison with the Development Assistance Community

(l) to liaise, consult and coordinate with WHO, in particular the Global Programme on AIDS, and other members of the UN system, to participate in the WHO/GPA Global Management Committee and other UN committees and groups and to represent UNDP at other HIV-related meetings

(m) to liaise with the development assistance community concerned with the HIV epidemic, including non-governmental organisations, to ensure better coordination and collaboration at all levels, to facilitate joint and complementary programming and to share and analyse experiences relevant to increasing the efficacy and timeliness of this assistance.
