Human
Rights and Gender Background Paper
This Discussion paper was prepared for the round table on human rights,
gender and HIV/AIDS convened by UNDP, UNHCR, UNIFEM and the Global Coalition
on Women and AIDS during the 2005 UN General Assembly High Level Meeting
on HIV/AIDS. The Paper argues that if the dual and synergistic challenges
of gender equality and respect for human rights are not addressed, the
achievement of the Millennium Development Goals and the targets of the
Declaration of Commitment on HIV/AIDS will be jeopardized.
From
Involvement to Empowerment - PLWHA in Asia and Pacific
The complex challenges posed by the HIV/AIDS epidemic calls for an extraordinary
set of responses. Years of engagement with the epidemic have brought home
a fundamental realisation that the active participation and support of
People Living with HIV/AIDS (PLWHA) are critical for an effective, humane
response to HIV/AIDS. It has been reiterated in several countries where
the reversal of the epidemic has an indisputable link with the conscious
efforts to respect the fundamental rights of PLWHA. It has also been convincingly
expressed in international treaties and commitments.

HIV vulnerabilities based on secondary data analysis. It also drew on
government policies on migration and HIV/AIDS.

Challenges to Opportunities - Response to Trafficking and HIV/AIDS in
South Asia

(South and North East Asia) aims to share some innovative and path-breaking
initiatives led by a few civil society partners in responding to the complex
nexus of vulnerabilities of women and children in South Asia. It highlights
the borderless nature of both the HIV epidemic and of trans-border human
trafficking, which is becoming the third largest form of illegal trade
after drugs and arms trafficking.
