UNDP-Global Fund Partnership

UNDP and the Global Fund to Fight HIV/AIDS, Tuberculosis (TB) and Malaria forged a partnership in 2003. UNDP's primary objective in the partnership is to support the local entity legally responsible for the management of grants. This entity is referred to as the Principal Recipient. In exceptional circumstances or special emergencies, governments and national counterparts may request UNDP to manage the grant(s). Such an arrangement is for a limited time, during which UNDP helps build the capacity of one or more national candidates to enable them to assume the Principal Recipient role. To date, UNDP has successfully handed over the Principal Recipient responsibilities or exited from six countries: Argentina, Benin, Burkina Faso, Haiti, Myanmar and Panama. UNDP is also in the process of exiting from specific grants in Cote d'Ivoire, Liberia and Zimbabwe.

Key areas of UNDP support include:

  • Building country capacity to implement projects financed by the Global Fund.
  • Temporary management of grants under exceptional circumstances.
