Building Stronger Communities
Decentralization and local governance have become important areas of support, encompassing the review and reform of legislation and policies; capacity development (especially for local government planning and fiscal management); and inclusive systems of consultation with local communities that involve women and ethnic minorities.

UNDP takes a holistic view to help build national ownership, national capacities and an enabling policy environment for effective decentralization, local governance and urban/rural development. The comparative strength of UNDP builds on a strong donor coordination role in countries where local governance attracts considerable attention from the international community and a strong community of practitioners.

Fiscal Decentralization and Poverty Reduction
This primer intends to provide an introduction to the main principles of fiscal decentralisation, to examine linkages between poverty reduction and fiscal decentralisation, to briefly describe major comparative experiences, and to clarify UNDP's approaches and entry points. It should be read in conjunction with the UNDP Practice Notes on Decentralization, Local Governance and Urban/Rural Development and Public Administration Reform, which provide an overview of the broader issues and UNDP's position on these.

Pro Poor Urban Governance: Lessons from Life
LIFE is a UNDP global programme that has focused on local governance and urban environmental issues since 1992, supporting community-based and local initiatives to realize immediate improvements to the lives of the urban poor and to influence policy. This report applies LIFE's 13 years of experience to localizing the MDGs.
