Global policy challenges are more pervasive and more complex today than in the past. This is due to the increasing importance of cross-border spillovers from country to country and from countries to the global commons. Many of these global public 'bads' result from the underprovision of global public goods such as international financial stability, equity, health, and environmental sustainability.
