Monitoring and evaluation (M&E) is a management tool used
to support decision-making, ensure accountability, measure results and impacts
of projects and programmes, and extract lessons from a given programme and its
projects. The Global Environment Facility (GEF) corporate M&E policies and procedures,
established to assess and capture the unique features of GEF projects, supplement
UNDP monitoring and evaluation procedures.
UNDP-GEF participates in GEF corporate-level monitoring
and evaluation activities, supports the establishment of M&E systems
in projects, and carries out project-specific evaluations and reviews.
The UNDP-GEF M&E unit also conducts thematic reviews and studies.
Individual UNDP-GEF Project Implementation Reviews (PIRs) are included
in annual overview reports. These corporate GEF reports and a number of other

Monitoring and Evaluation.
Participatory mechanisms, to the degree possible,
should be incorporated into monitoring and evaluation activities
in order to involve stakeholders and beneficiaries in the collective
examination and assessment of their programmes or projects. The
dissemination of lessons, in particular those that have the potential
for broader application, is a key element of monitoring and evaluation.
To this end, the UNDP-GEF M&E Unit offers support on M&E
