Enabling activities (EAs) are grants for the biodiversity,
climate change and persistent organic pollutants focal areas. In
addition, the National Capacity Self Assessments (NCSAs) are enabling
activities that involve multiple focal areas, including biological
diversity, climate change and land degradation. The National Adaptation
Programme of Action (NAPA) focuses specifically on adaptation (an
aspect of climate change). All enabling activities are guided by
the relevant global environmental Convention and the GEF operational
guidelines and EA eligibility guidelines (see below). The UNDP-GEF
team also manages EA grants as a set (see Capacity Development and
Adaptation for more details and reference materials). Templates

Biodiversity
EAs in biodiversity assist recipient countries
to prepare the groundwork for meeting their commitment to achieve
the objectives of the Convention
on Biological Diversity (CBD). Enabling activities grants facilitate
the development of national strategies, plans or programmes, and
help with the identification of processes and activities that may
have considerable negative effects on the conservation and sustainable
use of biological diversity. The Biodiversity
EA Operational Guidelines are a fundamental source on the eligibility
of activities and preparation of proposals. Biodiversity ‘Add
Ons’ are also EAs, but the focus of activities is on fulfilling
commitments to the Convention that have arisen subsequent to the
original GEF EA eligibility guidelines. The Biodiversity
Add On Guidelines provide necessary information for this type
of proposal.
Climate Change
Enabling activities in climate change assist
recipient countries to prepare to meet their commitments under the
UN Framework Convention
on Climate Change (UNFCCC). EA grants assist countries with
the development of national strategies, plans or programmes, and
help with activities in the country to address climate change issues,
such as reducing levels greenhouse gases. CC EAs lead to the preparation
of national communications to the UNFCCC, as well as involve other
types of preparatory activities. Climate change ‘Add Ons’
are also EAs, but the focus of activities is on fulfilling commitments
to the Convention that have arisen subsequent to the original GEF
EA eligibility guidelines. The National
Communications Support Unit provides additional guidance on
applying
for climate change EAs.
Persistent Organic Pollutants
EAs in persistent organic pollutants (POPs)
have two main components. The first component covers the Preparation
of a National Implementation Plan (NIP). The second component, Capacity
Building Support for Enabling Activities, assists countries with
effecting a comprehensive participatory process for the preparation
of NIPs. Please see the Initial

National Capacity Self Assessment (NCSA)
The objective of NCSAs is to identify a country’s
priorities and needs for capacity building to address global environmental
issues, in particular biological diversity, climate change, and

National Adaptation Programme of Action
(NAPA)
NAPAs are a recent form of enabling activity
for climate change activities. NAPA EAs are designed specifically
to assist Least
Developed Countries (LDCs) to build capacity for addressing
urgent and immediate adaptation needs, as well as for the preparation
of their national communications to the UNFCCC. The NAPA document
serves to communicate these activities. For more information on
