Designing a UNDP-GEF S&L project
Depending of the understanding of the market to be transformed, UNDP-GEF
resources can be mobilized for the preparatory phase. If little information
is available and if the topic of energy efficiency S&L is news to
the country, it may be more appropriate to start with a PDF A (see below).
PDF A is meant to help government officials establish a level playing
field for all future S&L stakeholders.
In other cases, Full Size project are very likely to require a PDF
B (Preparatory Document Facility B). PDF
A may be required at the earliest stage in order to help government
officials establish a level playing field for all stakeholder.
As appliances are traded goods, they evolve in a regional or sometime
international market. Regional UNDP-GEF project matching with the reality
of the appliance market are encouraged.
PDF A can comprise the following elements:
- Calling a Stakeholder workshop
- At the early stage of the project, calling a workshop with government
authorities, appliances stakeholders (manufacturers, but also
retailers, consumers representatives, technical bodies including
test laboratories, certification, accreditation bodies, utilitiesü)
is likely to be instrumental because of the complementary role
of each stakeholders in the S&L Strategy
- For a regional project, stakeholder consultations is essential
among govenment representatives: A regional workshop will aim
at establishing a level playing field among all governments. Non
government stakeholders will be inviting through a series of hearings
organising during the workshop.
- Going through a Logical Framework Analysis: A LFA will help
- Identifying the barriers to the promotion of energy efficient
end-use
- Addressing ways to remove each barriers
- Establish a hierarchy in the various background analysis to
be performed
- Presenting and sharing with stakeholders all existing tools
and instruments available for the design of a S&L Strategy
