Rules of Procedure - Conduct of business
Rule 14
- In addition to exercising the powers conferred upon her/him elsewhere by these rules, the President shall have complete control of the proceedings of the Executive Board and over the maintenance of order of its meetings. In the exercise of her/his functions, the President remains under the authority of the Board.
- If a country cooperation framework or country programme is being considered in respect of the country which is represented by the President of the Executive Board, the President shall yield the Chair to one of the Vice‑Presidents.
- The debates shall apply solely to the questions before the Executive Board. Unless decided otherwise, the time allowed for each speaker, per intervention, shall be limited to five minutes.
- The presence of representatives of a majority of the members of the Executive Board shall be required for any decision to be adopted.
- If, in connection with the conduct of business of a meeting, any procedural question arises that is not covered in the present rules, it shall be decided upon by the President, taking into account the corresponding rules of procedure of the Economic and Social Council, if applicable.
