ITEM 1. ORGANIZATIONAL MATTERS

 

Election of the Bureau

Immediately following the opening of the session, the Executive Board will elect a new Bureau consisting of a President and four Vice-Presidents, taking into account the need to ensure equitable geographical representation. According to the established pattern of rotation of posts among the various regional groups, the President of the Executive Board for 2000 should be elected from among the Board members of the group of the Eastern European States.

Following the election of the Bureau, the Executive Board will adopt the agenda for the session and agree on the work plan. A tentative work plan is contained in the annex to the present note. In accordance with its past practice, should the Board complete consideration of an item before an indicated date or time, it may move immediately to the next item on its work schedule.

The draft work plan 2000 was prepared by the secretariat of the Executive Board in close consultation with the Bureau of the Executive Board. It includes an outline of priority issues for UNDP, UNFPA and UNOPS, and a list of items for the consideration of the Board with an indication of the session at which they may be considered, taking into account relevant prior decisions and the Board's request to focus deliberations at each session.

The Executive Board may wish to adopt its work plan for the year 2000.

ITEM 2: BUSINESS PLANS, 2000-2003

The way forward: the Administrator's Business Plans, 2000-2003

This document draws on proposals and options included in the report of the Transition Team submitted to the Administrator in November 1999 "Crisis, Opportunity and Change: Building Tomorrow's UNDP" and in particular on the wide consultations that have taken place on the future of UNDP.

It includes the major transformation initiatives the Administrator will undertake and the indicators that will be utilized to measure the implementation of these initiatives.

It also includes an indication of the financial implications of the measures proposed.

The Executive Board may wish to endorse the Administrator's Business Plans, 2000-2003.

 Comprehensive assessment of the UNDP 2001 change process

The assessment focuses on what has occurred to date as a consequence of the UNDP 2001 reform process and includes issues for follow-up. The report reviews the reform process, progress in its implementation, benefits to UNDP from the process, and the degree to which UNDP has consolidated itself as a learning organization.

The Executive Board may wish to take note of the assessment.

 

ITEM 3: COUNTRY COOPERATION FRAMEWORKS AND RELATED MATTERS

The Executive Board will have before it the following document:

Assistance to East Timor: Note by the Administrator
DP/2000/5

In this note, the Administrator provides details of initiatives taken by UNDP to assist the territory of East Timor following the referendum determining its future and Security Council resolution 1272 and recommends that a target for resource assignment from the core (TRAC) be allocated.

The Executive Board may wish to approve an allocation of $5 million for the period 1999-2000 and to delegate to the Administrator the authority to make future allocations commensurate with the formula applied to other programmes.

The Administrator presents information pertaining to the UNDP cash-flow experience in 1999 and provides a current forecast for the year 2000. The report focuses on the initial results of the core funding strategy in terms of the predictability of core contributions income and explains the impact of delays in the receipt of pledges and/or in the payment of contributions on cash-flow management and the use of financial tools designed to protect the value of contributions.

The Executive Board may wish to take note of the report.

This report responds to decision 98/22. The Executive Board may wish to adopt a final decision endorsing the standard rate of 7.5 per cent for reimbursement of administrative and operational support costs for UNFPA execution of co-financing trust fund activities.

 

Report on revision of financial regulations
DP/FPA/2000/3

The report contains revisions and additions to the existing financial regulations resulting from an overall review of those regulations and from needed changes reflecting new programme procedures.

The Executive Board may wish to approve the report.

 

ITEM 9: TECHNICAL ADVISORY PROGRAMME 2000-2003

Establishment of a country technical services team office to cover countries with economies in transition

This conference room paper responds to paragraph 11 of decision 99/19, in which the Executive Board requested the Executive Director to elaborate further on the proposal to establish a country technical services team office to cover countries with economies in transition and to provide information on the recommended arrangements.

The Executive Board may wish to approve the proposal contained in document DP/FPA/2000/CRP.1.
