EXTENSION OF THE FIRST COUNTRY COOPERATION FRAMEWORK FOR INDONESIA

Note by the Administrator

1. The first cooperation framework with Indonesia was approved by the Executive Board at its second regular session 1995 for the period January 1995 to December 1999.

2. Indonesian economic, social and political development has been severely challenged by a series of interlocking events throughout 1997-1999. While many challenges still lie ahead, recovery and reform are now taking shape. Indonesia has been assisted by UNDP, in particular, through the recently concluded technical assistance programme for the 1999 general elections. In anticipation of a new Country Cooperation Framework (CCF), a one-year extension of the CCF will serve as the formal basis for UNDP activities in Indonesia. The recovery and reform priorities of the new Government of Indonesia have guided the formulation of UNDP activities during 1999-2000 in the existing areas of (a) equitable development and poverty eradication, (b) environmental protection and regeneration; and (c) decentralization and governance.

3. The extension of the current framework through December 2000 will equally maintain the harmonization of programme cycles agreed to by the country team under the leadership of the Resident Coordinator and approved by the United Nations Development Group (UNDG). The current programmes of both UNFPA and UNICEF also end in December 2000.

4. Furthermore, the extension will provide sufficient time for a comprehensive review of the cooperation framework, so that the results and lessons learned will serve as inputs for the preparation of the next CCF. The United Nations team and the World Bank met on 3 November and agreed on the concept and action plan for the preparation of the common country assessment (CCA). The CCA will be finalized by the end of February 2000 and be followed by preparation of the United Nations Development Assistance Framework and CCF in 2000.

5. Against this background, the Administrator wishes to inform the Executive Board that he has approved the extension of the first country cooperation framework for Indonesia for a period of one year, beginning on 1 January 2000.
