EXTENSION OF THE FIRST COUNTRY COOPERATION FRAMEWORK FOR ANGOLA
Note by the Administrator
1. The Executive Board approved the first country cooperation framework (CCF) for Angola at its third regular session in September 1997 for the period 1997-1999.
2. The CCF focused on three thematic areas: (a) assistance in post-conflict situations; (b) support to poverty eradication; and (c) support to good governance. Based on the thematic areas, programmes were developed to support the reintegration and vocational training of demobilized soldiers, development of a national mine action capacity, community rehabilitation, administrative reform and capacity for macroeconomic management.
3. The programmes achieved many positive results. Some of the notable ones are the vocational training programmes, community rehabilitation and revival of agriculture and economic livelihoods in six provinces, and capacity-building activities in the Ministries of Planning, Finance, and Civil Service. With the onset of the conflict in Angola in late-1998, and based on discussions with the Government and other partners, the reintegration and community rehabilitation programmes have been shifted to provide vocational training and micro-enterprise services for displaced people in areas with security and access. The capacity-building programmes in the national institutions continue to be relevant in view of the increased government role in humanitarian assistance coordination, and discussions with the Bretton Woods institutions to undertake comprehensive economic reforms beginning in January 2000.
4. In line with discussions held in the United Nations Programme Working Group in Angola, the extension of the CCF will facilitate the harmonization of the UNDP programme with those of the World Food Programme and UNFPA from 2001-2003. The current UNICEF country programme will end in 2003. In addition, the extension of the CCF will provide sufficient lead-time for the review of the CCF, hence facilitating the incorporation of lessons learned in the second CCF, which will be submitted to the Executive Board at its third regular session 2000.
5. Against this background, the Administrator wishes to inform the Executive Board that he has approved the extension of the first country cooperation framework for Angola for a period of one year beginning on 1 January 2000.
