Statement by Working Group 3:
Management of Wildlife Protected Areas: Community Participation

Community delegates from Indonesia , Honduras , Ecuador , Thailand , Costa Rica and Nigeria agreed that community based conservation, use and co-management should be at the core of biodiversity and sustainable development policy making.

Local communities are rights holders not just stakeholders. We need and have to protect and develop our biodiversity, working in networks, which will depend on each other, to have a greater impact on human kind.

International commitment is not enough without concrete actions led by the local communities.

We have come together to join our voices to say very strongly:

1. DISTRIBUTION OF BENEFITS

Normally the local communities do not receive the benefits that are generated from the wild areas. On the contrary, they are usually heavily regulated and are not compensated for the use of their lands. The proposal is that a bigger portion of the benefits be distributed to the indigenous and/or local communities immediately.

2. OWNERSHIP OF LAND

Most Indigenous groups do not have the titles to the lands that live on hence they are vulnerable to the expropriation by the government when creating new wildlife protected areas. To avoid this, we propose that the community register these lands in order to acquire legal rights. The profile of the wild protected areas should understand the creation, planning and administration of the areas with the consent of the indigenous/local community. In a situation where there is the involvement of both the indigenous and the local community, priority goes to the indigenous people.

3. NO PRIVATISATION OF STATE WILDLIFE AREAS

There should not be privatization of state wildlife areas because the indigenous/local communities do not have the resources to compete with private companies/enterprises. Any parties interested in managing the areas must participate in an open tender.

4. PARTICIPATION OF COMMUNITIES IN THE PLANNING AND EXECUTION OF PLANS OF MANAGEMENT OF EVERY WILDLIFE PROTECTED AREAS

Currently, participative plans for management involve some or a few representatives of the communities. This does not necessarily mean that they represent all the interest of the communities. We propose that the planning and execution of managing these areas involve the full participation of the indigenous and/local communities.

Areas Silvestres Protegidas : participacion de las communidades Indigenas y locales, en el manejo y administracion de las mismas.

1. DISTRIBUCION DE LA TIERRA

Normalmente las comunidades locales no reciben los beneficios que generan las areas silvestres, por el contrario sufren en arne propio sus regulaciones y no hoy compensacion alguna. La propuesta es que los beneficiaries de esteos beneficios sean las comunidaes indigenas y locales inmediatas.

2. TENENCIA DE LA TIERRA

La mayor parte de los terrenos ocupados porgrupos indigenas, carecen de titulacion en el registro de propiedades, la propuesta es que estos terrenos se legalicen. Ademas evitar la expropiacion de estos grupos por la creacion, planificacion y administracion de areas silvestres protegidas con el consentimiento fundamentado previo de los pueblos indigenas y communidades locales respetando sus derechos

3. NO PRIVATIZACION DE LAS AREAS SILVESTRES ESTATALES

Por el motivo de que las comuniades locales no estan en capacidad de competir con empresas privadas lucrativas en licitaciones abiertas para la administracion de estas

4. PARTICIPACION DE LAS COMUNIDADES EN LA ELABORACION Y EJECUCION DE LOS PLANES DE MANEJO DE CADA AREA SILVESTRE PROTEGIDA

Normalmente se dice que los planes de manejo son participativos por que incluyen algun representante de las comuniades, que no necesariamente representa todos los intereses de la comunidad. Por lo tanto nuestra posicion es que para elaborar y ejecutar planes de manejo se de una amplia participacion de las comuniades indigenas y locales
