PART II. DEVELOPING SELECTED INSTRUMENTS FOR MONITORING AND EVALUATION
Introduction
Part two is intended for UNDP managers: staff at headquarters and in the country offices who are directly involved in planning and managing monitoring and evaluation activities. However, it may also be useful for individuals performing similar tasks in the government of the programme country as well as in other development cooperation institutions.
Guidance is offered on the application of concepts and guiding principles for monitoring and evaluation presented in part one. Using actual and hypothetical cases, instruction is provided on how to prepare selected monitoring and evaluation instruments. How to select indicators for monitoring and evaluation a programme is the subject of Chapter 20. Chapter 21 presents a form to be used for the annual programme/project report, incorporating a rating system and textual assessment of programme or project releavance, performance and results. The steps in preparing an evaluation plan at the country level are describeb in Chapter 22, which also contains a form for an evaluation plan and a sample of a completed plan. An explanation of how to plan and mange a generic evaluation of a sobregional programme. It includes suugested outlines for the TOR and the corresponding evaluation report. Chapter 25 provides a sample outline for a mid-term evaluation report on a capacity development project.
