Recognizing the need to take stock and learn from UNDP and UNDG experience in new aid modalities, the evaluation was conducted under the umbrella of the first phase of a broader joint evaluation on the implementation of the Paris Declaration by partner countries and bilateral and multilateral partner agencies. The report presents the assessment of a joint independent evaluation conducted by the evaluation offices of the International Fund for Agricultural Development (IFAD), the Joint United Nations Programme on HIV/AIDS (UNAIDS), the United Nations Economic Commission for Africa (UNECA), the United Nations Development Programme (UNDP) and the United Nations Fund for Women (UNIFEM) of the contribution made by the United Nations Development Group to the implementation of the Paris Declaration on Aid Effectiveness.

Evaluation of the Role of UNDP in the Net Contributor Countries of the Arab Region
NCC Evaluation

This independent evaluation of the role of UNDP inthe NCCs of the Arab regionwas commissioned by the Evaluation Office of UNDP. Its focus is on learning and the future role of UNDP among the group of countries. The key objective is to assess UNDP activities and programmes in the Arab region NCCs in terms of addressing the development challenges of the countries and support their aspirations; and the implications of this experience for UNDP corporate policies and practices that relate to NCCs, as well as for its future activities in those NCCs.

Assessment of Development Results: Rwanda
ADR Rwanda The ADR in Rwanda covered the period 2000 to 2007 and offered guidance to a country office poised to play a key role in Rwanda’s ‘One UN’ pilot. Rwanda occupies a unique position in the middle of the heavily populated and volatile western Great Lakes region and UNDP has been a valued partner of the Rwandan government in recent years. UNDP’s contributions to Rwandan development are highly relevant though sometimes diminished by less-than-optimal delivery, a problem shared with many UNDP country offices. The ADR recommended UNDP sharpen its focus onto those areas where UNDP can bring the most added value, then strengthen its corresponding in-house capacities.

Evaluation of Results Based Managment at UNDP
RBM Evaluation

This report presents the assessment of an independent evaluation conducted by the Evaluation Office of UNDP of the adoption of results based management (RBM) as an approach. The main purpose of this evaluation is to examine the degree to which RBM has fostered a results culture within the organization, enhanced capacity to make better management decisions, and strengthened UNDP’s contribution to development results.



Evaluation of UNDP Contribution to South-South Cooperation
RBM_Evaluation Promoting and supporting South-South cooperation has been an expressed priority for UNDP for many decades, most recently with the 2004-2007 Multi Year Funding Framework explicitly stating that South-South Cooperation would be a driver of development effectiveness in all areas of work. In 1974 the General Assembly established a Special Unit for South-South Cooperation within UNDP to spearhead support to South-South cooperation within UNDP and the UN system. This evaluation looks at the effectiveness of the third cooperation framework managed the Special Unit and also assesses UNDP’s efforts to promote South-South cooperation since 1996.
