Drought, Climate Variability and Crisis

UN DP's vision for building drought-resilient societies
The elements in UNDP's strategy to help countries, through UNDP Country Offices, in 'drought proofing' their societies is laid out below.

i) A country-demand driven process
DDC has received requests from many countries for support in the area of drought preparedness and vulnerability reduction. Demand for drought related support is clear from the national priorities expressed in the 60 National Action Programmes to Combat Desertification that the Centre has helped develop in the context of the Convention to Combat Desertification. The need for enhancing resilience to drought is clear in a number of Poverty Reduction Strategy Papers, as well as in country requests in UNDP's Integrated Drylands Development Programme document.

ii) A systematic approach integrated into national planning processes
In response to this demand, and in accordance with a strategy on long term, programmatic and policy-oriented approaches, DDC has integrated drought related support under a comprehensive Enhancing Resilience to Drought (ER-D) strategy. The goal of this ER-D strategy for a particular country is to examine the problems and opportunities in drought related crises particular to that country in order to identify the best way to achieve capacity development to encourage a pro-active developmental and integrated approach to drought risk. This reinforces and is reinforced by BCPR's assistance to countries to develop national strategies of disaster risk reduction.

The ER-D programmes are part of the Integrated Drylands Development Programmes (IDDP) that are currently being developed in a number of countries in all regions of the world with the support of DDC. The IDDP is a broader framework that aims to contribute to poverty reduction in the drylands through the sustainable development of drylands leading to reduced vulnerability and improved livelihoods.
