The Commission report was presented in Mexico in August 2004 as part of a forum titled "Mexico Towards an Advanced Economy in the XXI Century: The Conditions for the Development of its Enterprises". This forum focused on systemic competition and sustainable development of the SME sector, during which some of the Commission's strongest ideas and recommendations were presented and discussed.
