The Commission report was launched in China in April 2004 in conjunction with the 10th Anniversary of the China Society for Promoting the Guangcai Programme. The Guancai Programme, an initiative supported by UNDP, encourages private businesses to invest in less developed areas. The program has so far invested US$6.4 billion in 9,765 projects, training 2.4 million and creating 5 million jobs.
