The Commission Report was launched on November 29, 2004 by UNDP Bahrain in collaboration with UNIDO-ITPO Bahrain. It was the first launch of the Report in the Arab world. The launch was attended by over 50 participants from both the public and private sectors, including government ministries, private businesses and financial institutions, local entrepreneurs, CSOs, and members of the media.

Mr. Khaled Alloush, the UN resident coordinator, said that Bahrain had made great strides in supporting SMEs and more can be done in terms of financing new startups and law enforcement. Dr. Hussein of UNIDO described Bahrain as being ahead of other Arab countries in terms of human resources management. He also said several recommendations set out in the report have already been adopted, including the sharing of skills and technology and the establishment of the Bahrain Business Incubation Center (BBIC).
