UNDP requests USD 29.6 million for early recovery activities in Pakistan

The situation in Pakistan has worsened considerably in recent weeks, with increased hostilities between government forces and armed insurgent groups forcing a mass displacement of civilians.  The heaviest fighting is currently in the Lower Dir, Swat, and Buner areas of Pakistan’s Northwest Frontier Province (NWFP).  A major humanitarian operation is serving approximately 1.7 million internally displaced persons (IDPs), the majority of whom have found lodging in private homes.  The number of IDPs in the country’s two dozen large camps may rise, however, as hostilities escalate and host communities are saturated.

Because this is the greatest displacement of people in the country’s history, the needs in Pakistan are immense.  The UN and its partners will continue to work diligently to provide much needed humanitarian assistance.  At the same time, a comprehensive and strategic early recovery effort has to start now: sustaining the lives that humanitarian relief has helped to save.  In responding to recovery needs now, we can help to urgently stabilize communities, prevent further deterioration, and ensure an effective transition from humanitarian efforts when the time comes. 

For these purposes the United Nations Development Programme (UNDP) is seeking USD 29.6 million in financing for its response to the crisis in Pakistan.  This budget is largely unfunded at present due to the unforeseen nature and scale of the conflict. The project categories and associated funding needs are:

  1. Restoration of government offices damaged or destroyed by conflicts and seasonal flooding: USD 500,000
  2. Support for logistical coordination of early recovery efforts, including technical advisors, office equipment and infrastructure: USD 1,200,000
  3. Livelihood recovery project (i.e., skills training) for IDPs in the Mardan, Peshawar, Nowshera, Swabi and Charsadda camps: USD 841,628
  4. Support for local governments and community organizations to enhance their capacity to sustainably settle IDPs: USD 7,000,000
  5. Support to provincial governments for coordination of humanitarian action: USD 100,000
  6. Enhancement of IDP camps’ defenses against floods and rains: USD 700,000
  7. Supply of cooking fuel to IDPs living outside of the camps: USD 7,500,000
  8. Rental subsidies to IDP families that are not accommodated in camps: USD 11,730,000

Project Title

Early recovery coordination support

Objectives

  • Provide planning; implementation; monitoring and evaluation; technical experts in specialized fields of early recovery coordination;  and sector-specific activities to governments of NWFP and FATA.
  • Supply and sustain the requisite infrastructure, office equipment and ancillary items for early recovery coordination support.
  • Build capacity of government officials in recovery coordination functions.

Project Title

Capacity-building programme for livelihood recovery of IDPs in Mardan

Objective

Support the livelihood recovery of the IDPs at the camps in Mardan, Peshawar, Nowshera, Swabi and Charsadda

Project Title

Local government and community capacity enhancement for IDPs sustainable early settlement

Objective

Capacity enhancement of the local government and community organizations inside the affected zone for ensuring sustainability of their return and early settlement, including:

  • technical, human and hardware support to local governments/authorities
  • support for transitional shelter of returning IDPs
  • formation/revival and capacity development of community organizations for early recovery
  • awareness and sensitization of communities for communal initiatives in early recovery.

Project Title

Enhance camp safety against floods and rains

Objectives

  • Conduct survey to identify camps that might be vulnerable to flooding due to the June-August monsoon season.
  • Implement structural mitigation measures to enhance safety of tents and camps against rains and flooding; e.g., construction of embankments and protective walls around tents and camps, installation of water-pumps, drainage channels, provision of plastic sheets for rain-proofing of tents.
  • Ensure implementation of non-structural mitigation measures in collaboration with WASH/Health and Camp Management clusters; e.g., flood safety education including hygiene; distribution of, mosquito nets and mosquito repellent; water purification etc.

Project Title

Support IDPs outside camps with NFIs (heating for
cooking)

Objective

Protect vegetation cover, prevent conflict, and
ensure better family health, through:

  • provision of liquid petroleum gas (LPG) kits and double burner cooking stoves to IDPs for use as alternate fuel
  • provision of training and creation of awareness about safe cooking
  • establishment of distribution partners / new entrepreneurs and outlets for supply of alternate fuel
