Rule of law is about providing justice and security — it is about addressing human rights violations and nurturing reconciliation. Rule of law provides the foundation for the achievement of the Millennium Development Goals.

UNDP works with police, judges, prosecutors, elected and appointed civil authorities, and civil society organizations to ensure the safety of the state and its people by providing technical assistance in the areas of: political dialogue on justice and security topics; capacity building for accountable, transparent and human rights-based institutions; police reform; and human rights and rule of law training.

"A country without justice is a country without hope. The fair enforcement of just laws is more than a dividend of peace - it is a pre-requisite for an equitable society that restores dignity to all,"states BCPR Director Jordan Ryan.

Did you know?

  • Since 2008, UNDP has rolled out its Global Programme on Strengthening the Rule of Law in Conflict and Post-Conflict Situations in 13 out of 20 priority countries.

  • New rule of law programmes were developed or scaled up in Bosnia and Herzegovina, Central African Republic, Chad, Democratic Republic of the Congo, Guinea Bissau, Kosovo, Liberia, Sierra Leone, Sri Lanka, and Timor Leste.

  • BCPR allocated more than 24 million USD to rule of law programmes in conflict and post-conflict countries in 2008. Twenty five percent of this funding is dedicated to gender specific activities to strengthen justice and security for women and girls.
