Reducing the impact of climate change: UNDP scales up its climate risk management programme

The Bureau for Crisis Prevention and Recovery (BCPR) and the Bureau for Development Policy’s Environment and Energy Group (EEG) are joining resources and expertise to help countries faced by high levels of climate change-related hazards. This initiative operates through two distinct projects: the Climate Risk Management project led by BCPR, and the project on Integrating Climate Change Risks into Development Planning and Programming led by EEG.

The Climate Risk Management project is being implemented in four countries across four continents: Armenia, Ecuador, Indonesia and Mozambique. The current phase of the project consists of analysis of risks to development associated with climate variability and change, and the definition and prioritization of risk management measures. In all four countries, the project has strengthened the capacity of national meteorological services to undertake climate analysis. This was achieved through a hands-on training of experts from the four countries, undertaken in collaboration with the Indian institute of Tropical Meteorology (IITM) of Pune, India and the University of Cantabria (Spain). The project has also been successful in identifying practical solutions to climate risks. In Indonesia, for instance, driven by demand for adaptation measures, the project has developed locally appropriate, district- level climate change adaptation projects for Nusa Tenggara Timur and Banda Aceh provinces.

In response to the needs expressed by national stakeholders and institutions, the project has also developed tools for factoring in extreme climate events in national development plans, as an adaptation measure. Based on the success and lessons of the four-country pilot, the project is being expanded to 22 additional countries with a total budget of USD 3.8 million: Bangladesh, Bhutan, Bolivia, Burkina Faso, Dominican Republic, Ethiopia, Ghana, Honduras, India, Kenya, Malawi, Mongolia, Mozambique, Nepal, Nicaragua, Pakistan, Peru, Rwanda, Senegal, Sri Lanka, Tanzania, Uganda, and Zambia. Five small island states will be added in the future.
