Who's Who in CPR

 Fumie Nakamura
Monitoring and Evaluation Officer, UNDP Sexual and Gender-Based Violence Programme, Darfur, Sudan

Fumie has been working as a Monitoring and Evaluation (M&E) Officer for the Sexual and Gender-Based Violence Programme in El Fasher, North Darfur since January of 2007. In this role, she has helped develop an M&E system and guidelines for the programme, monitored projects in three Darfur states, helped build the capacity of the African Mission in Sudan Civilian Police, and co-chaired the Inter-Agency Gender-Based Violence Working Group, among other tasks. Prior to this position, Fumie worked as an M&E Officer for the United Nations Mission in the Sudan Disarmament, Demobilization, and Reintegration (DDR) Unit and a Gender Analyst for the UNDP Bureau for Crisis Prevention and Recovery. She has also held positions with the American Red Cross, UN Peacekeeping Division and UNIFEM. A Japanese national, Fumie has a Master’s of Public Administration from the Monterey Institute of International Studies in California and a BA in International Relations from Centre College, Kentucky.


Sylvia A. Fletcher
Programme Manager, Governance, UNDP Somalia


Sylvia has worked with the UNDP’s Governance Portfolio in Somalia since 2006, where she focuses on governance reform as an integral step toward peace building, gender equality and achievement of the Millennium Development Goals. Prior to her work in Somalia, Sylvia was with the UNDP governance programme in Sierra Leone from 2002 to 2006. A political scientist and an economist, prior to joining UNDP, Sylvia worked for USAID’s Office of Transition Initiatives, covering Haiti, Nigeria, Liberia and Sierra Leone.  Among her initiatives was the control of “conflict diamonds,” including participation in peace negotiations for Sierra Leone. Born in Chile, Sylvia lived in Costa Rica for more than 20 years, working as a businessperson and macroeconomist, specializing in trade and international marketing. There, she was a member of the official negotiating team for Costa Rica’s accession to the GATT, now WTO, representing the private sector. Sylvia holds a BA in Political Science from Wellesley College in Massachusetts and a Master of Public Affairs, with a specialty in economics, from Princeton University.
