First SURGE Advisor Workshop, 20-25 May 2007, Glen Cove, New York

The SURGE Project (launched in 2006 to enhance UNDP’s capacity to respond quickly and effectively following a conflict or natural disaster) organized the first SURGE Advisors Workshop in Glen Cove, New York, 20-25 May 2007. The workshop brought together 19 SURGE advisors from country offices including Afghanistan, Burkina Faso, Democratic Republic of Congo, Iraq, Kenya, Lebanon, Liberia, Moldova, Pakistan, Peru, Philippines, Somalia, Ukraine, Vietnam, and Yemen.

During the week of training, advisors were exposed to a variety of themes to prepare them for a possible SURGE deployment in the field. Among other things, the participants were introduced to the UNDP’s Standing Operating Procedures for immediate crisis response, the HR SURGE Mechanism that regulates SURGE deployments, the SURGE Toolkit designed to support the advisor in the field, and risk management in immediate crisis response. The week was also used to take stock of lessons learned by UNDP staff working in some of the most volatile regions in the world on supporting UNDP operations in immediate crisis response.

The workshop culminated in a one-day simulation of a SURGE mission to the field in the immediate aftermath of a crisis, during which the advisors were tasked to produce a country office SURGE plan describing necessary actions to prepare a country office over a three-month period. The simulation was used to analyze the bottlenecks an advisor or team is likely to encounter and how to respond to those. For further information, e-mail janthomas.hiemstra@undp.org.
