Democratic Dialogue: a Handbook for Practitioners Oslo Conference on Cluster Munitions On 22-23 February 2007, the Norwegian Government hosted a conference to discuss approaches to a ban on cluster munitions. 49 states, several UN organizations (UNDP, UNICEF, UNIDIR, UNHCR, OCHA), the International Committee of the Red Cross, advocacy groups, and civilian and military research institutions were invited to discuss the humanitarian and socio-economic impact of cluster munitions. 46 of the 49 states present signed a declaration resulting from the conference in which it was stated that treaty negotiations will be initiated in Lima, Peru in May 2007 and follow-up meetings will be held in Vienna in November 2007 and Dublin in early 2008. UN Secretary-General Ban Ki-moon stated he was encouraged by the outcome of the conference, envisioning a ban on cluster munitions by 2008. UNDP participated in the conference and has agreed to provide logistical and substantive support to the meeting in Peru. UNDP’s Bureau for Crisis Prevention and Recovery (BCPR), which has significant experience in supporting countries coping with anti-personnel landmines and explosive remnants of war, made a presentation on the development impacts associated with cluster munitions. Capacity for Disaster Recovery The UNDP Regional Programme for Capacity Building for Sustainable Recovery and Risk Reduction conducted an event on Enhancing Capacity for Disaster Recovery in Bangkok from 6-13 March 2007. The workshop was designed to strengthen the capacity of UNDP country offices in designing and implementing post-disaster early recovery strategies and activities. The workshop drew on the experience of 27 participants from six tsunami affected countries in the region and 10 international participants. The workshop addressed operationalizing UNDP’s Guiding Principles for Recovery, designing needs assessments, developing recovery frameworks, formulating project plans, mobilizing recovery resources according to UNDP standard operating procedures, recovery coordination and contingency planning processes. Emphasis was placed on integrating disaster risk reduction and cross-cutting issues into the recovery process (human rights, gender, local capacity, government commitment, and media). The workshop will serve as a basis to develop regional surge capacities for recovery within UNDP. The outcomes and gaps identified by the workshop will be followed up for discussion via the regional Community of Practice, facilitated through the Disaster Risk Management (DRM)-Asia network.
