Funding Lines |
| Funds
have been created at COP
7 of United
Nations Framework Convention on Climate Change (UNFCCC) to
support climate change activities, and are to be administered
by the Global
Environmental Facility (GEF).
The
Special Climate Change Fund (UNFCCC
Decision 7/CP.7 - Funding under the Convention) supports: |

Adaptation, |
| -
Transfer of technology, |
| -
Energy, transport, industry, forestry and waste
management, and |
| -
Activities to assist developing countries Parties
in diversifying their economies. |

| |
| -
Start to implement adaptation activities promptly
where sufficient information is available to warrant such
activities, inter alia, in the areas of water resources
management, land management, agriculture, health, infrastructure
development, fragile ecosystems, including mountainous ecosystems,
and integrated coastal zone management; |
| -
Improve the monitoring of diseases and vectors
affected by climate change, and related forecasting and
early-warning systems, and in this context improving disease
control and prevention; |
| -
Support capacity building, including institutional
capacity, for preventive measures, planning, preparedness
and management of disasters relating to climate change,
including contingency planning, in particular, for droughts
and floods in areas prone to extreme weather events; |
| -
Strengthen existing and, where needed, establish
national and regional centres and information networks for
rapid response to extreme weather events, utilizing information
technology as much as possible. |

Disaster
reduction work is also relevant in crossroad areas as adaptation
and GEF’s Integrated Ecosystem Management operational
program (OP12), in particular in those areas prone
to environmental disasters due to fragile ecosystems. Strengthening
ecosystems can be a win-win measure to reduce extreme events
(such as floods or droughts), mitigate their impacts and reduce
the vulnerability of the population by providing sustainable
services and livelihoods to local communities.
